You chastise the writer for a straw man argument then premiss yours on relative privation.

That's usually the deflective default of people who actually have no real point to make. It's also a way of silencing women - "Look how bad other women have it around the world. It's not so bad in the USA."

It doesn't matter what's going on in the rest of the world when women raise the problem of sexism and VAWG in the USA. Levels of violence in other parts of the world don't negate what happens in the USA.

And yes, rape culture is alive and well in the USA, otherwise we wouldn't have Brock Turners getting away with 3 months because his life would be ruined if he spent any longer in jail. We wouldn't have Kavanaugh on the bench and Blasey Ford still in hiding if we didn't have rape culture. We would never have had a self-confessed pussy grabber elected President.

I could go on but I know you get the picture.
