Ugh, I worked in HR once in a company that gave salary increases according to the 1–5 number you got in your review. The big cheeses in the company wanted us to mark people down, but the line managers (who were also friends with their staff) were giving everyone 5s so they could get the measly 3% increase.
Made the entire process a joke.
