I’m a fairly eloquent white woman but I’m rarely told that. In fact I can’t think of any time an eloquent white friend or acquaintance has been told that in my presence either. But I can say with some confidence, that when a white person comments specifically on a black person’s eloquence it’s usually as if they’re pointing out something unexpected or remarkable.
