I think it changes. I never get the impression that anyone's sexually harassing me, but it's still harassment. It's the desire to make me feel embarrassed, for the most part. Almost daring me to do something about whatever they're doing.
I wrote on another thread that not too long ago, I got on a packed train and the only available seat contained a man's phone. The owner looked at me and made no attempt to move it. It was only when I bent down and put my hand on it to give it to him that he snatched it up, and I sat down.
They have to make themselves look bigger by making women look smaller, no matter the situation.
