I get where this is coming from, but it's incorrect.

"My experience has been that most, if not all, of the “expats” I have met never intended to return to their country."

That's your experience.

I lived as an expat (because I wasn't sure of the future) and then an immigrant (because I became a citizen - and yet returned to my native country). I also lived as a white immigrant in the USA where "Oh but we don't mean you" was a common response to my reminder that I was an immigrant.

However - expat is still a thing and IN MY experience isn't limited to white people. I now live in a fairly international area. where most of the 'expats' I know, aren't white. Some of them don't even have that much of their own money, they're just on expenses.

They are people who move countries every 2-3 years and barely expect to assimilate, let alone settle.

As I said, I get where this is all coming from, but the details are important. Expats still exist amd they're not part of colonialism.
