Because of the engrained sexism they already know exists there, very often. It's well known that engineering and tech are very male-dominated, so if your company isn't attracting women, there's a reason. Women will apply to companies they know are better to work for. It's not enough for other companies to sit back and complain that no women are applying. The salary obviously isn't over-coming the other problems.
