As usual, he was using the same words to mean two entirely different things.

Regarding himself, he knew that he was catering to a certain crowd who, as outlined in this article, would not only say anything to defend his views, but would forgive him for anything as long as he continued to propose them. (I say "propose" because he has accomplished very little.)

And obviously with Clinton, he was using the exact same words to imply that she was a criminal who always gets off. (Projecting, as usual.)
